Partners for Water werkt aan de ontwikkeling van duurzame alternatieven voor traditionele oplossingen voor waterproblematiek. Met deze aanpak wil Nederland een positieve bijdrage leveren aan de duurzaamheid van projecten in het buitenland. De aanpak is gericht op twee thema’s: Nature-based Solutions en Water-Biodiversiteit-Voedsel. De thematische aanpak is onderdeel van het programma Partners for Water 2022-2027.

Nature-based solutions (NBS)

Nature-based Solutions zijn duurzame alternatieven voor traditionele infrastructuur, die gebruik maken van het natuurlijke landschap om verbeteringen in waterveiligheid en waterzekerheid te realiseren. Bijvoorbeeld door met zandsuppletie een kust te beschermen tegen overstromingen, of met mangroves of andere natuurlijke begroeiing erosie tegen te gaan.

In Nederland werken we al langer met Nature-based Solutions. Ze zijn een goede manier om de waterveiligheid en de natuurwaarden van een gebied te verbeteren. Maar buiten Nederland gebruiken veel overheden en bedrijven traditionele oplossingen, zoals dammen en andere constructies. Internationaal gezien is deze ‘grijze infrastructuur’ nog altijd de standaard. Door ons te richten op infrastructuurprojecten in een vroeg stadium van ontwikkeling, stimuleert Partners for Water de implementatie van Nature-based Solutions op schaal.

Water-Biodiversiteit-Voedsel (WBF)

Partners for Water werkt aan een betere positie van biodiversiteit in waterverdelingsvraakstukken, waarbij traditioneel gezien meer aandacht is voor voedselproductie en andere doeleinden. De aanpak richt zich op het verbeteren van de waterbalans en het watermanagement in een gebied ten behoeve van een verbetering van de biodiversiteit. Biodiversiteit delft vrijwel overal het onderspit als het gaat om watergebruik. Dat zorgt ervoor dat dier- en plantensoorten verdwijnen uit hun natuurlijke leefgebied.

Dit thema gaat over systeemveranderingen waarbij betrokken partijen biodiversiteit als integrale factor meenemen in de besluitvorming over watergebruik, de waterbalans en het watermanagement in een gebied. Dat gebeurt bijvoorbeeld door onderzoek te doen naar het watergebruik van avocadoteelt. Het onderzoek gaat over regulering van watergebruik, zodat zowel de voedselteelt als de natuur bestendiger worden tegen klimaatrisico’s.

Aanpak

Partners for Water zet in op de volgende interventies:

  • Voorbereidende studies en adviezen. Denk aan modelstudies, (pre-)feasibility studies, scoping, ontwerp-workshops en capaciteitsopbouw.
  • Valorisatie door noodzakelijke pilots (proof of concept).
  • Begeleidende advisering bij implementatie op schaal.

De interventies zijn bedoeld als aanjager van nieuwe of verbeterde processen om watergerelateerde duurzaamheidsdoelen te realiseren. Partners for Water ondersteunt hierbij projecten van lokale of internationale partijen. Er is dus nooit sprake van een ‘stand alone’-project. Een goede lokale inbedding en zicht op uitvoering van aanbevelingen is essentieel.

Op dit moment worden projecten verkend in Chili, Argentinië, de Filipijnen, Mexico, Polen, de Verenigde Staten en Zuid-Afrika. Gedurende de looptijd van het programma zal worden besloten of er alleen in deze landen of ook in andere landen aan projecten gewerkt zal worden.

Resultaat

Deze aanpak moet leiden tot meer duurzame oplossingen voor complexe watervraagstukken in het buitenland. En dat draagt vervolgens bij aan het doel om de waterveiligheid en waterzekerheid in het partnerland te verbeteren.

Bijdragen aan wateropgaven

Daarnaast organiseert Partners for Water regelmatig landenbijeenkomsten met lokale partijen en de Nederlandse watersector en delen we regelmatig online berichten over de resultaten van lopende of afgeronde projecten.

Thematic approach

 

Partners for Water is developing sustainable alternative approaches to solving traditional water issues. The Netherlands believes that this strategy will make a positive contribution to the sustainability of projects abroad. The approach focuses on two themes: Nature-based Solutions and Water-Biodiversity-Food. The thematic approach is part of the Partners for Water 2022-2027 programme.

Nature-based solutions (NBS)

Nature-based Solutions (NBS) are sustainable alternatives to traditional infrastructure that make use of the natural landscape to improve flood risk management and water security. For example, maintaining sand nourishment to protect a coast from flooding, or using mangroves or other types of natural vegetation to stop erosion.

In the Netherlands, we have been working with Nature-based Solutions for some time. They are an effective way to improve water safety and the natural values of an area. However, outside the Netherlands, many governments and companies use traditional solutions, such as dams and other structures. Internationally, this 'grey infrastructure' is still the standard. Partners for Water is promoting the adoption of Nature-based Solutions at scale by concentrating on early-stage infrastructure projects.

Water-Biodiversity-Food (WBF)

Due to the traditional focus on food production and other uses of water, Partners for Water works to advance the position of biodiversity in water distribution issues. The approach focuses on improving the water balance and water management in an area in order to increase biodiversity. When it comes to water use, biodiversity is suffering almost everywhere causing animal and plant species to disappear from their natural habitats.

This theme is directed towards system changes where stakeholders consider biodiversity as an integral factor in decision-making around water use, water balance and water management in an area. This is done, for example, by conducting research into the water use of avocado cultivation. This is about regulating water use, so that both food cultivation and nature become more resistant to climate risks.

Approach

Partners for Water focuses on the following interventions:

  • Preparatory studies and advice. Think of model studies, (pre-)feasibility studies, scoping, design workshops and capacity building.
  • Evaluation through required pilots (proof of concept).
  • Accompanying advice for implementation at scale.

The interventions are intended to stimulate new or improved processes to achieve water-related sustainability goals. Partners for Water supports projects from local or international partners. As a result, it is never a stand-alone project. It is vital that we have strong local embedding and insight into the implementation of recommendations.

Projects are currently being explored in Chile, Argentina, the Philippines, Mexico, Poland, the United States and South Africa. During the term of the programme it will be decided whether projects in other countries will be introduced.

Results

This approach should lead to more sustainable solutions for complex water issues abroad. And that in turn contributes to the goal of improving water safety and water security in the partner country.
