The programme 'Partners for Water' is a joint initiative of six departments of the Government of the Netherlands:

• Ministry of Transport, Water Management and Public Works (lead)
• Ministry of Economic Affairs
• Ministry of Foreign Affairs, including the Directorate General for International Cooperation
• Ministry of Housing, Spatial Planning and the Environment
• Ministry of Agriculture, Nature and Food Safety 

The programme is implemented by NL EVD Internationaal - Agency for International Business and Cooperation, and the Netherlands Water Partnership (NWP).
